Recrutement d'un consultant pour pour l'élaboration d'un manuel de formation sur la douane. (H/F)

Élaborer un manuel de formation et la mise en place d'une formation des formateurs sur les douanes et la gestion coordonnée des frontières  pour l'IGAD et ses États membres. L'accent sera mis sur la documentation des meilleures pratiques en matière de douanes et de gestion coordonnée des frontières à l'échelle mondiale, en vue de leur transposition à plus grande échelle et de leur utilisation pour la préparation du manuel de formation.

Le consultant, de préférence un cabinet de conseil, doit être en mesure d'organiser un atelier de formation sur la base des modules élaborés conformément au cahier des charges.

Le consultant devra entreprendre une analyse et une cartographie de ce qui existe dans les zones transfrontalières de la région, en mettant l'accent sur les postes frontaliers à arrêt uniques et les points frontaliers le long des pays limitrophes de la région ; entreprendre une évaluation des besoins pour identifier les besoins du public ciblé ; développer un manuel de formation pertinent basé sur les meilleures pratiques à l'international ; et organiser un atelier de formation régional en utilisant le manuel préparé. L'intervention est conçue en trois activités principales, chacune comprenant un certain nombre de sous-activités. Ces trois activités seront la préparation du manuel, l'utilisation du manuel pour l'organisation d'un atelier de formation et la proposition de quelques éléments de communication et de visibilité pour diffuser les résultats de la formation.

Cette mission sera entreprise sous l'orientation et la supervision et en étroite collaboration avec le Secrétariat de l'IGAD ainsi que l'équipe UE-TAF.
